This paint scheme was for maximum visibility and this B-17 was a worn-out one that no longer flew combat missions but instead marked assembly areas for bomb groups before a raid.

As bomber formations grew larger and larger it took longer and longer to get them all off the ground and assembly from a widely dispersed collection of airfields grew increasingly complex. One helpful tactic (as pointed out by ShiftysGarand) was to have wildly painted "assemble on me" aircraft. There were a number of wildly painted, extremely colorful aircraft used by various bomber units that helped get missions arranged in their formations prior to the mission departure point. Once that was accomplished the aircraft (like spotted cow) would return to the airfield and the now assembled formation would head out for their mission.
