Are you looking for a particular brand? Cheapest is Dboys Kar98 and you can find it Europe quite cheap - around 90Eu with 10% coupon and without shipping. www.taiwangun.com/products/search/language:eng?q=kar98But it is plastic stock and internals are completely unusable - you will need to drop in a real airsoft springer inside. I did a conversion to non shell ejecting to such a replica and I am struggling to get 100m/s with inner barrel / AEG hop up installed. actually I am getting 0.8 joules but there is something that can be improved for a better sealing. Anything else is above 300 Eu - usually above 400 EU in Europe.

In the plastic stock it is quite easy. You just need to be carefull what to dremel away. And actually the Dboys looks better plastic than the wood stock. Anythink else is not comming cheap. Cheapest seems to be the PPS (matrix on evike) that is ranging in 300-400, followed by G&g 980 arround 400 and Tanaka that could range easily between 550-1000. The S&T springer looks like a Dboys more than anything else. The issue with the VSR drop-in is - the chamber on VSR is smaller than K98 (different amounition), from this point of view it is better M24; - the handle will not sit in the right position.

I used SW-04 with some wood stock. Dboys plastic stock I started to convert to AEG (don't ask why). But it looks larger than the real VZ24 wood stock, so the magwell should stay in better without modification. If you manage to split without braking it, the plastick stock should also be easier to cut properly. Just don't overcut, as it is not sticking well back. Later you can fill some places for additional weight and balance. But if you decide to align the front ring of the receiver, the bolt handle will not sit on the notch. Last you can use the hand guard from sw04 to approximate the one from Kar. You might not be needing if you'll have the rest of Dboys parts

There are lots and lots of threads in the armory, technical diy sections showing lots of varying approaches to the conversion process. How easy or how hard it is depends entirely on the approach you take, your own skill level and the tools and work space you have available to you. Materials alone for a decent do it yourself should run you somewhere between $2oo.oo to $300.00. buying one that someone has done up will obviously run more than than.
The upside is they perform quite impressively are easily upgraded or repaired, offer inexpensive spare magazines and require no batteries or gas. I have built several dozen springer, bolt action conversions (Enfield's, Springfield's and a few Mausers.). Lots of trial and error, many a deadend and enlightening discoveries, some better than others and each build unique to itself. Though often frustrated and always more time consuming than I expected there is great joy in building them yourself. Even as a DIY they are not an inexpensive project.
I would say expect to pay $400.00 plus for a quality homebuilt conversion but perhaps there are folks here that would commission one for less? Typically those who do quickly discover that a price point below $400.00 makes no sense, do one up and drop the offer. Sadly several others have extended a lower price point offer (with the best of intentions) and never complete the project leaving everyone high, dry and upset.
Should you decide to pursue this further my best suggestions is buy one that is fully finished (so you know it exists) ask lots of questions about performance (proper feeding, FPS with properly weighted BBs, accuracy, bolt effort, ease of loading and removing magazines etc. Absolutely get lots of detailed pictures from every conceivable angle.
Shop eBay as quality custom homebuilders come up from time to time and if you luck out with no other bidder you potentially can score fairly affordably. This can also be a good source for your components should you decide to tackle the project yourself.

I see there is currently a VSR Kar98 conversion on eBay. Looks to be well executed. Ask about consistency of operation, cocking ease and magazine reload functionality. Does it stay locked in place, get stuck in the stock? Require finger pressure? Are the BB feeds consistent? How is the hop-up? These are functionalities that are hard to get right on these. If he has those items dialed in it would be an offering worth pursuing.
