Is it better to fully upgrade the internals of the m14 before converting it to a garand? Or is it strip down just fine so the internals could be modified after its been converted?

Depending on how you handle your conversion the gun should be fully able to be stripped down and dissasembled. However be advised that there are limits on how much you are able add upgraded components to the clone weapons. Cyma, Kart, UTG, AGM etc.) The Marui of course has any of a number of upgraded capabilities (Which is good as in my opinion for a long rifle the stock 280 to 290 FPS isn't adequate) Each of the clones will either accept no upgrade components or limited upgrade components but none can accommodate all the available upgrades without extensive modification.
The good news is most of them start out as stronger shooters. The AGM is around 330 FPS while the CYMA is 350 to 365 FPS It's hard for example to add a custom tightbore barrel to a clone M14 as the outer barrel is too thin a housing for the upgraded barrel and needs to be completely drilled out if your going to attempt it.
I have found the AGM and CYMA perform just fine without any upgrades which saves a huge amount of money compared to an upgraded Marui M14 and typically adds to durability. (Upgrades never seem to be as durable as a factory stock weapon)
I hope that helps.
