Alright, so I've have this helmet cover for a couple months, but how do you smooth it out? Mine has a bunch of bumps along the middle seam (like in my picture). Any way to flatten out the cover completely or with it just flatten over time?

The bumps are normal. Unless you have it on backwards. Where did you buy the cover?

Soak the cover in hot water for a couple of minutes then stretch it as much as you can over the helmet and let it dry while on the helmet , it will get the bumps out.

Like 5thrangerbat said, they are normal. And in WWII some gyrenes just threw the cover on the pot, backwards, lopsided, all kinds of different ways. If it's that big of a deal, try moving the slats farther back on the pot, that's what I did with mine

it's supposed to be "lumpy" as it breaks up the outline of your helmet better. You wont find many "tight" USMC helmet covers in WWII.
