MOST Heer troops did NOT wear camo smocks. The Grossdeutschland Div. was issued them if I remember correctly,and snipers. Regular infantrymen did NOT wear them. The Waffen SS were issued smocks,the Heer were not.
I've done Heer for many years,and never owned one,nor does anyone I know wear one who does Heer.

I would use your zeltbahn as a camo smock if that is what you want. I imagine it might get a little warm under there in the summer. Other than that like Bob said the Heer where not very camo.

the Splinters Smocks were used on both fronts. (i think 1941 or 40)
The Water smocks are little later (if i remember correctly 1943 or 42 maybe) Waters were used primarily on the Eastern front. But there were some Germans in Normandy that had them.
If you want to uses water smock in 1945 on western front scenario, you can argue that Germans used what ever they had left to equip the Volkssturm.
Hessen smocks are pretty good I have one.

21st panzer hada big issue of them for the normandy campaign, other than that they were IIRC issued out to specialist troops and assault units and then reclaimed back afterwards.
Very uncommon as said.
I've worn a zelt as a camo smock before, works really well TBH.
