So I have seen many tuck their trousers under their leggings, but I've also seen a good number of people fold their trousers over half of their leggings. Any certain way to do it? I always though you were supposed to tuck your trousers under the leggins to prevent dirt and rubble out of your boots and also to serve and calf protection.

The idea of leggings is to provide protection for your leg and trousers from brambles and underbrush as well as to provide additional ankle support without the expense of additional leather when worn over the boondocker low combat shoes. The key thing to note with leggings and often missed is to be sure the hooks and laces are placed on the outside and the hooks are facing backward. (Again to prevent snagging)
During the war most Marines in combats ditched their leggings and simply rolled up their pant legs above the boot tops or if they still had their leggings outwardly rolled the trousers to the tops of the leggings. You often see both appraoches in photos.
The proper way was to tuck trouser cuffs inside the leggings being careful to wrap the pant leg so it didn't create an uncomfortable seam. In reality the easiest and most attractive method to use is to inwardly roll the pants over heavy rubber bands till they connect near the top of the leggings. This presents the most uniform appearance and is easiest to maintain. For parade appearance Marines would heavily starch their dungarees and place cardboard tubes inside the pant leg down to the blousing straps.
I wore WW2 leggings in Vietnam on occassion and used blousing straps which I liked.

I get the tucking in the trouser legs thing, but how do you get the strap cinched down under the boot sole? It isn't long enough to thread through the buckle and tighten it down. And then, after tightening the laces, what is done with the top end of the lace?

The strap threads through the buckle and routes upward.
