First off, I think the answer is NO, but figured I'd ask just in case I'm wrong. I don't recall ever seeing a picture of anyone on the ETO with a cross strap canteen carrier, only in the PTO.
Were they ever seen in the ETO?

Those were made by the USMC Depot in philly specifically for the United States Marine corps. While most were made in 43-44 you dont see them in pictures in the PTO until 44-45 and in limted numbers compared to the 1st and 2nd pattern canteen covers.
I can safely say that a cross flap canteen cover never made it over to the ETO at all as they were never issued to anyone but Marines.
