that is because a lot of slogans were painted by political troops, and not random outbursts of patriotism by civilians or soldiers...

this is part of a (navy)military song which was very popular at the
time: "Wir fahren gegen Engeland".

I think there is an "e" missing at the end, maybe it is covered my
the graffiti. It is quite hard to translate, something like:
"The god who made iron grow does not need servants" it is a
phrase from a patriotic song from 1812(?). During this time french
troops were ein germany and german people fought against them.
