Look at Mark Bando's airborne website, and other airborne pictures. Does anybody else notice the majority has their leg-ties removed? I also heard from people on other forums that the paratroops thought they were annoying. I cut mine off a while ago, before I heard this. I also deemed them annoying, though I still have them. What do you guys think?

Once a jump is completed their functional value goes away pretty dramatically and they do become annoying. There are ways of course to just keep them stuffed in the pockets. During a jump you really need to secure the weight typically stored in every pocket on a trooper. Without the leg ties those pockets would invariably rip out with the force of a PLF. In addition as you know riggers dramatically reinforced the pockets with additional material. Prior to that individual airborne troopers used materials (including leather) to reinforce the pockets as well.
Ties continue to be used in field pants and they do serve a viable function. War is annoying!
