So I may consider making my M1928 look halfway decent, so I thought I should start by getting a horizontal fore grip, and judging by what I've seen it should be no problem, but the mounts on my Thompson look like they wouldn't work with a fore grip like that. Should it be okay?

get a real thompson 1928 fore grip it will work the best plus its real wood

Actually, that is what I'm doing. By the way, is there any difference between the 1928 and M1 foregrip?

The M1928 foregrip is hollowed out a tad more because the ribbed barrel has slightly bigger diameter. This is something you just work slowly on with a dremel and patience, rather take off too little than too much!
I`m working on a 1928 build too (Basegun is a Cyma M1) with Phoenix M1928 front end, for the receiver modifications I am using only dremel, sandpaper, materials at hand, and epoxy, will post a thread on it when I`m done with it.
I am wondering where to get the proper bolt handle, I saw someone talking about one that could be made out of a daily product of some sorts, but cannot remember the thread or where to get it.

You can also use the bolt handle that comes with the cyma m1a1. Just cut it in the middle then sculpt the outside to make it look like the m1928 bolt.

The M1A1 bolt is a bit thinner and is made by alloy, not sure I`d recommend that. I actually tried to make mine look like the m1928 one, but the M1 is too short and not very sculptable. I know what you mean. They cost well over 100 usd though, even so it`d actually be cool to have as much RS parts on the gun as possible. You`d need threading
